Confirmation from the town hall that a finished building matches its licence and can be lived in.
It is needed to connect utilities and, in practice, before completion at the notary. In some regions it has been replaced by a responsible declaration (declaración responsable) filed by the developer, followed by inspection. Its issue, together with delivery of the home, ends the deposit guarantee.
